Description:

JOB SUMMARY
This position proactively provide total people solutions such as recruitment, HR programs, training and development, medical and benefits administration, mobility, employee health and hygiene program, and other employee programs to functional departments to support overall business growth in CPS Japan.

Partner with HR SBP and other business partners (such as GBS and COEs) to deploy integrated HR support and services, talent management, development, compensation, performance enablement and workplace rights strategies in the Plant.



KEY DUTIES AND RESPONSIBILITIES:
1.    Resource Planning and Talent Acquisition 
Work with HR SBP to identify resource needs, develop resource plan and hiring strategy to support business needs.

Manage all aspects of the recruitment and selection process for open positions as needed in an efficient and cost-effective way. Activities include coordinate job positing in POP, liaise with employment agencies on recruitment needs, screen and shortlist job applications, compliance to regulatory requirements, coordinate and conduct interview with hiring managers.

Ensure all necessary processes and procedures pertaining to hiring, onboarding, probation, confirmation and cessation of employees are promptly implemented in accordance to set requirements and standards. Liaise with hiring managers on the performance of employees under probation to advice for suitability for confirmation.

Coordinate and conduct New Employee Orientation Program. Administer on-boarding process and activities.            

Maintain strong relationship and business partnership with recruitment agencies, and source for alternate vendors as necessary to ensure effectiveness of service delivery and alignment to achieve business people goal.

Provide subject matter and problem resolution expertise to clients as needed.

Analyze staff turnover reasons and propose improvement plans to management.

 
2.    HR Programs and Processes 
Partner with HR SBP to develop and deploy HR policies, procedures and guidelines in the Plant. Ensure compliance to support KORE, ISO certifications, local statutory/regulatory and corporate requirements and audit readiness at all times.

Support timely deployment of global processes such as Performance Enablement, People Development Forum (PDF), and Annual Rewards Management Program.

Coordinate with HR GBS and COEs on HR services such as compensation matters, monthly payroll processing, workforce administration, medical and benefits administration to ensure smooth deployment of HR services in the organization.

Maintain and ensure associates’ personnel-file and records are compliance to local regulatory and corporate requirements.

Coordinate and support on Mobility such as work pass application, renewal and cancellation as applicable.

Ensure Human Rights Policy compliance in CPS Japan. Conduct gap analysis, develop and implement actions plan to deliver compliance to policy requirements.

Support people managers on legal compliance through education, consultation, and monitoring to prevent labor disputes and resolve people issues (e.g. employee counselling, grievance management, etc.) in a timely manner.

Manage statutory manpower reports and surveys, and monthly HR reports.

Engage industry, community, schools, government agencies, etc. as required.

 
3.    Employee Engagement and Programs 
Support HR SBP and Plant Leadership Team in the deployment of employee programs and initiatives to build a winning culture and sustain employee engagement to support business goals.

Partner with HR SBP to lead Mindset & Behaviour (OE) Survey or Employee Insights Survey (EIS) deployment in the organization. Support data analysis including focus groups, develop and implement action plan to close gaps and sustain positive employee engagement. 

Co-lead employee programs and initiatives, employee relations, welfare and communication programs to support culture building and sustain momentum for employee engagement.

Develop and deploy local reward and recognition programs as a vehicle to drive high performance and employee engagement.

 
4.    Training and Development 
Partner with HR SBP and functional heads to develop and implement people development programs and training plan to build skills competency of workforce and enhance bench strength.

Coordinate and administer training programs including preparation of training materials, and maintenance of training records and documentation.

 
REQUIREMENTS AND QUALIFICATIONS: 
3-5 years of HR experiences preferably in a multinational organization

Good knowledge of Organizational Development (OD) principles, theories, applications and tools.

Strong influencing, interpersonal and communication skills.

Ability to interact with all levels in a highly diverse and multicultural environment.

Proactive, independent, meticulous and strong follow-up skills.

Excellent planning and organizing skills

Good team player and strong customer orientation

Good negotiation and problem solving skills

High level of integrity and discretion to maintain confidentiality in matters

Bachelor Degree in Human Resource Management or Business Administration.

Post Graduate Diploma in Human Resource Management will be an added advantage.

Knowledge of mobility and immigration matters will be an added advantage

Knowledge of ISO Quality Systems (such as ISO 9001, FFSC 22000, ISO 14001, OHSAS 18001), GMP and food manufacturing compliance and regulatory requirements.

HR experiences in the food, pharmaceutical and/or relevant manufacturing industries.

Knowledge of local labor laws, employee relations, compensation and benefits.

Proficient in MS Office applications such as Words, Excel, Powerpoint.
